Community Advisory Committee
The Community Advisory Committee (CAC) is a vital component of providing effective special education programs. It is commissioned by law and reflects the communities it serves. Each Special Education Local Plan Area (SELPA) is required to establish a CAC (EC Section 56190).
The CAC is advisory in nature. The primary responsibilities and activities of the CAC include:
-
Advising the administrative entity of the district/SELPA regarding the development and review of the Local Plan.
-
Making recommendations and suggestions for annual priorities to be addressed.
-
Assisting in parent education and in recruiting parents, volunteers, and agencies who may contribute to the implementation of the plan.
-
Encouraging community awareness and involvement in the development and review of the plan.
-
Supporting activities on behalf of individuals with disabilities.
-
Facilitating communication between schools, parents, and community.
-
Assisting in parent awareness of the importance of regular school attendance.
The CAC is made up of parents of individuals with disabilities enrolled in public or private schools, parents of other students enrolled in school, general education teachers, special education teachers, other school personnel, students with disabilities, and representatives from private and public agencies. The CAC shall consist of not less than six (6) members and not more than twenty-four (24) members. The majority of CAC members shall be composed of parents of students enrolled in district schools, and the majority of these parents shall be parents of individuals with disabilities.
The CAC meets four times per year. These meetings are provided as a forum for the mutual exchange of information by all those attending. The CAC will also host various parent education trainings every year.
The CAC helps parents and community members to:
-
Understand the procedures of the district.
-
Know their Parents' Rights and Procedural Safeguards.
-
Learn about programs.
-
Collaborate with other parents.
-
Make a difference in the lives of children.
Participation in regular meetings helps to keep members well informed and facilitates closer communications and better understanding of the mutual goals of school administrators, staff, parents, guardians, and the community.
