If U.S. Immigration and Customs Enforcement (ICE) Appears at an HLPUSD School:

  • Staff, teachers, students, and parents should immediately direct ICE agents to the school administrator or designated responder.
  • HLPUSD employees are instructed not to share any information about students, families, or staff unless directed by the District’s legal office (Office of General Counsel).

Know Your Rights

  1. All people, regardless of immigration status, have rights under the U.S. Constitution. The Immigrant Legal Resource Center’s (ILRC) Red Cards help people assert their rights and defend themselves in many situations, such as when I.C.E. agents go to a home.
  2. When interrogated by federal immigration officials, you have the right to stay silent. Hand the Red Card to the officer and remember that you do not have to answer any questions.

Student Resources

HLPUSD is committed to supporting the well-being and success of all students. Below are valuable resources available to students and families:

  • Counseling Offices/Wellness Centers: Our District’s counseling offices and wellness centers offer students access to trusted adults, local community resources, and services such as counseling, empowerment workshops, peer-to-peer support, and case management—none of which require federal documentation.

  • Financial Assistance for College: Navigating financial aid can be complex, but understanding the process is key to accessing higher education.

  • CA Dream Act Application: The CA Dream Act Application allows eligible students to apply for state financial aid, and your information is never shared with the federal government or used for immigration enforcement purposes.

  • National Association for Student Administration: A helpful guide for undocumented students, answering common questions and providing resources to support their educational journey.

A Message from the Superintendent on the HLPUSD Commitment to All Students

Dear Hacienda La Puente Unified Community,

In recent months, reports of immigration enforcement activities in California have brought uncertainty and fear to many families. As a district that values diversity and the strength that comes from our shared experiences, we recognize that it is our differences that make us stronger and our community beautiful. We want to reassure all our students, families, teachers, and staff that we stand together in support, especially during these challenging times.

To support our community, the District leadership team received an extensive presentation on December 9 covering model responses to immigration issues. This plan is in alignment with California State Laws, specifically AB 699—the Safe Schools for Immigrant Students Act—which:


• Prohibits the collection of immigration status information
• Requires policies that prevent immigration enforcement on campus
• Forbids discrimination based on immigration status

Additionally, we are actively exploring the possibility of passing a Board resolution to further strengthen our commitment to maintaining a safe and secure learning environment for all students. I

If U.S. Immigration and Customs Enforcement (ICE) agents appear at a Hacienda La Puente Unified School District campus, students, parents, teachers, and staff should immediately direct them to the school administrator or designated responder. HLPUSD employees have been explicitly instructed not to share any information about students, families, or staff unless directed to do so by the Office of General Counsel. This directive is a critical measure to protect our community and uphold the safety and privacy of all individuals on our campuses.

We recognize the emotional toll that these circumstances can take on students, families, and staff. The District has robust mental health support and resources available so that every student has access to the help they need. Our counselors, social workers, and mental health professionals are available to offer guidance and a safe space for students to express their concerns.

As a District, we remain steadfast in our dedication to providing a safe, inclusive, and supportive environment for all. Together, as a community, we will navigate these challenges, uplift one another, and continue to build a nurturing space for learning and growth. Thank you for your continued trust and partnership. Proactive Measures for Families

Take action now to help your family stay prepared and informed:

  1. Update School Emergency Contacts
    Make sure to list multiple trusted adults who can pick up your child in case of an emergency.

  2. Create a Family Preparedness Plan
    Put together a plan for your family, including contact information and important documents that are easy to access in an emergency.

  3. Save Important Numbers
    Keep the following numbers saved and easily accessible:

    • Your child’s school office and afterschool provider
    • Key community organizations and support services
